Registered unemployment of refugees from Ukraine

After the outbreak of the Russia-Ukraine war in February 2022, people fleeing the conflict were given temporary protection in the EU under the EU Temporary Protection scheme.

The rights for beneficiaries of the scheme include access to employment, subject to rules applicable to the profession and to national labour market policies and general conditions of employment. Eurostat also published data on the registered unemployment of those from Ukraine on the continent.

"Eurostat invited EU member states and EFTA countries to provide data on people fleeing the war in Ukraine with respect to their situation on the labour market. In particular, monthly data were collected on those refugees that are registered as unemployed in the national public employment services," Eurostat explained in the data release.

It noted, that since March 2022, different countries were able to provide data on registered unemployed refugees.

"For March 2022, data are available only from 14 EU member states and Switzerland. The coverage increased up to 21 EU Member States and Switzerland for May and June 2024, while for July 2024 data were not yet available for some of those countries. In general, data are available for border countries with Ukraine and the largest EU member states, except Italy, although the coverage varies over the months. The data only cover people registered in the national public employment services and not necessarily all people seeking a job at a certain point in time," Eurostat added.

The following results were highlighted:

  • In July 2024, 277, 000 refugees from Ukraine were registered as unemployed in the 19 countries that provided data to Eurostat.

  • In June 2024, 272,000 refugees from Ukraine were registered as unemployed in the 21 countries that provided data to Eurostat.

  • In May 2024, 273,000 refugees from Ukraine were registered as unemployed in the 21 countries that provided data to Eurostat.

Eurostat also noted that most countries provided not only total numbers, but also information on age and sex.

"Of the registered unemployed refugees from Ukraine in July 2024 for whom information on age and sex was available, 168,000 were women aged 25 and over, while 78,000 were men aged 25 years and over. Moreover, 30,000 persons under the age of 25 years were registered as unemployed in July 2024," Eurostat added.
